Wheelchair Summit work

The national Wheelchair Summit in 2014 resulted in the creation of six work streams. There is an update on each of these below, with the information provided by the chair of each work stream. Each of these groups has membership from wheelchair users, carers, people who deliver wheelchair services and those representing wheelchair users. The work streams present the work they have completed to the Wheelchair Leadership Alliance as part of the sign off process before communicating the information widely.


Informed and Empowered Service Users and Carers

The first draft of this national information pack for existing and new wheelchair users and carers has been drafted and will go to publication after final sign off by the Alliance.


The booklet will provide advice on accessing local wheelchair services and will be presented to the Wheelchair Alliance shortly.

Holistic Assessment: Complete

The principles of holistic assessment have been incorporated into the draft model Wheelchair Service Specification. The definitive specification will be produced shortly and the principles will be checked against this before wide circulation.


The group has proposed that the current use of eligibility criteria across the country should be replaced by minimum standards, which would stretch across the whole wheelchair pathway and not only relate to assessment. This has been discussed with the Alliance and minimum standards may be a separate task and finish group led through the Alliance.

The work stream has therefore completed its task of delivering principles of holistic assessment.


Commissioning and Procurement: Complete

The work stream has been involved in the development of a tariff for wheelchair services and in the content of the national data set, with both of these currently being piloted by a number of CCGs. The work stream has completed its task, with NHS England using the information to support CCGs.


NHS England provide an update at each work stream steering group meeting to ensure that all the interdependencies are maintained .

The update is also provided to the Wheelchair Leadership Alliance.

 

Integration of Health and Social Care: Complete


The principles of integrated care have been described and incorporated into the introduction of the  draft model Wheelchair Service Specification, and will also be swiftly reviewed when the final document is available.


The work stream is no longer meeting, however a representative sits on the work stream steering group to ensure integration is considered in every aspect of work under development.



Training for Staff

There has been a delay in beginning this work, however the training committee of the Postural Management Group (PMG) has kindly agreed to take a lead and will review the group membership. They will consider workforce development strategies including accredited training at a foundation level initially. Professional bodies will be contacted to discuss training programmes.


The group will focus on the following as first steps
  • Create a list of all professional competency documents available, which may need to be considered by Health Education England. This will be produced by late summer 2015
  • Clarify all people involved in the care of wheelchair users
  • Create an information pack of all the training available for those identified as being involved in the care of wheelchair users



Use of Innovation: Complete

The Innovation portal was launched at the last Summit in November 2014 and increased awareness of this needs to be driven through the Wheelchair Leadership Alliance. Agreement that the portal will be hosted centrally to support all the Summit and campaign work is to be requested at the next Alliance meeting in July 2015.
